What This Function Does
It turns the console window scroll on/off. That is, it specifies whether or not to scroll at the end character of the bottom-most line. When NU_DEB_CON_SCROLL_ON is specified with the flag, the whole console scrolls and characters are output to the bottom-most line. When NU_DEB_CON_SCROLL_OFF is specified, the system returns to the start of the console to display characters. The window number denotes priority. The window with the highest number lays on top when windows are stacked. This function can use any of the libraries for this release.
